I am a CIAST graduate in 2004 and hold a Diploma Pengajar Vokasional (DPV) in Mechatronic Engineering Technology. I have received an information from CIAST that all DPV graduatesare required to obtain the Malaysian Skills Diploma (DKM) through the Recognition of Prior Achievement (Pengiktirafan PencapaianTerdahulu – PPT) as to qualify them to become the Assessing Officers (PP) at the accredited centres. The question is: Is the DPV no longer equivalent to the Malaysian Skills Diploma (DKM)?
  • On the 9th December 2019, The Director General of The Department of Skills Development has approved CIAST application to consider the qualification of Diploma Pengajar Vokasional (DPV) or Diploma of Vocational Instructor and the Diploma Lanjutan Pengajar Vokasional(DLPV) or Advanced Diploma of Instructional Instructor for National Instructor Training Program (NITP) to be appointed as the Malaysian Skills Certification System Accreditation Personnel (SPKM)

 

  • Therefore, the Diploma Pengajar Vokasional (DPV) and the Diploma Lanjutan Pengajar Vokasional (DLPV) of the National Instructor Training Program (NITP) are eligible for the useof the certification of SPKM personnel as one of the qualifications approved by KPPK for the following positions;

 

i.    Assessing Officer (PP) at JPK accredited center as PB Certified Program Training System (SLaPB);

ii.    Internal Verification Officer (PPD) at JPK-accredited center as PB Certified Program Training System (SLaPB);

iii.  SLDN instructors (P-SLDN) at JPK accredited centers as PB National Dual Training System (SLDN);

iv.  External Verification Officer for the PB Certified Program Training System (PPL-SLaPB);

v.   External Verification Officer for the National Dual Training System (PPL-SLDN).

Previously, all DPV trainees could get DKM by applying to JPK for a certain fee. But now, all DPV trainees who need to make Recognition of Prior Achievement with a payment of RM 300 for each level?
  • Since 30 April 1999 to 11 Jan 2019, the Malaysian Skills Certification Implementation Guidelines through Special Recognition in 2009 (Amendment July 2014) has recognised the DPV NITP, as equivalent as the Malaysian Skills Certification for 19 areas of specialization subject to Section 36 Recognition of Other Skills Qualifications Act 652;
  • The approval for equality of DPV NITP is under the jurisdiction of the Evaluation and Recognition Committee before being approved by the Council. The fee to apply for this equality is RM300;
  • The guidelines for the Implementation of Malaysian Skills Certification through Special Recognition dated 2009 (Amendment: 12 January 2019) has revoked a list of DPV NITP recognition. The effect from this makes this equivalence table no longer exist and cannot be used as a reference for any skill qualifications approved by the Director General;
  • If there are any personnel who have the DPV NITP and want to apply for DKM, they can refer to the Malaysian Skills Certification Implementation Guide through JPK Prior Achievement Recognition Method (PPT) in 2014 through portal http://www.dsd.gov.my
Does this indicate that the DPV NITP is no longer relevant in application for accreditation as an Assessing Officer?

DPV NITP, CIAST is still relevant. CIAST graduates should strive to demonstrate their performance and ability to compete and be relevant to diploma graduates from other institutions.
