ASSESSMENT AND VERIFICATION PERSONNEL (PPV)

Changes in Approval Period for Personnel Assessment and Verification (PPV) Application.

Please be informed that the approval period for the Personnel Assessment and Verification (PPV) application for the Malaysian Skills Certification System (SPKM) has been extended from 3 years to 6 years.

This adjustment pertains to the following categories:

(i) New Personnel

(ii) Add Position

(iii) Renewal

These changes come into effect on May 9, 2024.

PERSONNEL ASSESSMENT AND VERIFICATION (PPV) MALAYSIAN SKILLS CERTIFICATION SYSTEM (SPKM)

Guidelines and Conditions to Apply Certification in Personnel Assessment and Verification (PPV) in Malaysian Skills Certification System (SPKM) has been approved to replace Guidelines for National Industry Expert Directory Registration Application (DPIN).

This guideline begin effectively on 05th November 2018 and with the force of this guideline, previous guideline is invalid.

STRUCTURE OF PERSONNEL ASSESSMENT AND VERIFICATION (PPV) SPKM

Personnel Assessment and Verification (PPV) is an individual that has been certified by Director General to run Assessment and Verification of Malaysian Skills Certification System (SPKM).

PPV act as a personnel assessment and external verification is responsible in the quality assurance of SPKM implementation. PPV can be certified among personnel who have knowledge, skills and extensive experience in the applied field. There are;
  1. PPL-SLaPB : External Verifier Officer of Certified Program Training System;
  2. PPL-SLDN : External Verifier Officer of National Dual Training System;
  3. PP-PPT : Assessment Officer of Prior Achievement Recognition;
  4. PPL-PPT : External Verifier Officer of Prior Achievement Recognition;

Requirements and eligibility of personnel is subject to Guidelines and Terms of Certification Application for Personnel Assessment And Verification (PPV) in Malaysian Skills Certification System (SPKM) which is in force.

Below is the requirements according to the certification;

PPL-SLaPB

a.

Must be a Malaysian citizen;

b.

Minimum 10 years of work experience in the relevant skill program;

c.

Passed the PP-PPD-PPB Induction Course;

d.

Passed the PPL Induction Course;

e.

Holds the following skill qualifications;

      i.        SKM 1/2/3: At least SKM Level 3 in the applied field.

     ii.        DKM: At least DKM/Diploma recognized by the Government in the applied field.

    iii.        DLKM: At least DLKM/Degree recognized by the Government in the applied field.

   iv.        Skill qualifications approved by KPPK (refer to Annex 1 of the Guidelines and Application Requirements for Accreditation of Assessment and Verification Personnel (PPV), SPKM).

 

NOTE:

No certification for the following programs;

      i.        TVET Teaching Program [P853-002-4:2021] / TVET Management Program [P853-002-5:2021].

     ii.        All programs related to Non-Destructive Testing Services.

 PPL-SLDN

a.

Must be a Malaysian citizen;

b.

Minimum 10 years of work experience in the relevant skill program;

c.

Passed the SLDN Induction Course;

d.

Passed the PPL Induction Course;

e.

Holds the following skill qualifications;

      i.        SKM 1/2/3: At least SKM Level 3 in the applied field.

     ii.        DKM: At least DKM/Diploma recognized by the Government in the applied field.

    iii.        DLKM: At least DLKM/Degree recognized by the Government in the applied field.

   iv.        Skill qualifications approved by KPPK (refer to Annex 1 of the Guidelines and Application Requirements for Accreditation of Assessment and Verification Personnel (PPV), SPKM).

 

NOTE:

No certification for the following programs;

      i.        TVET Teaching Program [P853-002-4:2021] / TVET Management Program [P853-002-5:2021].

     ii.        Tourist Guide Programs.

    iii.        All programs related to Non-Destructive Testing Services.

PP-PPT

a.

Must be a Malaysian citizen;

b.

Minimum 10 years of work experience in the relevant skill program;

c.

Passed the PP-PPT Induction Course;

d.

Experience in supervision/management/professional tasks for Level 4 and Level 5 programs;

e.

Holds the following skill qualifications;

      i.        SKM 1/2/3: At least SKM Level 3 in the applied field.

     ii.        DKM: At least DKM in the applied field.

    iii.        DLKM: At least DLKM in the applied field.

   iv.        Skill qualifications approved by KPPK (refer to Annex 1 of the Guidelines and Application Requirements for Accreditation of Assessment and Verification Personnel (PPV), SPKM).

 

NOTE:

No certification for the following programs;

      i.        TVET Teaching Program [P853-002-4:2021] / TVET Management Program [P853-002-5:2021].

     ii.        Tourist Guide Programs.

    iii.        All programs related to Non-Destructive Testing Services.

 PPL-PPT

a.

Must be a Malaysian citizen;

b.

Minimum 10 years of work experience in the relevant skill program;

c.

Certified and valid accreditation as PP-PPT;

d.

Experience as PP-PPT for more than 2 years OR having evaluated over 30 PP-PPT portfolios;

e.

Experience in supervision/management/professional tasks for Level 4 and Level 5 programs;

 

NOTE:

No certification for the following programs;

      i.        TVET Teaching Program [P853-002-4:2021] / TVET Management Program [P853-002-5:2021].

     ii.        Tourist Guide Programs.

    iii.        All programs related to Non-Destructive Testing Services.

Please note that, only ONE NOSS program can be choose in one application. Therefore, if the personnel would like to apply to be certified for more than one NOSS program then the number of application also  have to follow the number of applied program. For example, the personnel want to apply renewal for NOSS program for SKM 1, SKM 2 and SKM 3 then the application have to be made three (3) time for each program.
